A DIBBS alternative for finding DLA solicitations worth quoting

DIBBS is DLA's official bid board: it's where DLA posts solicitations for parts and supplies and where you submit quotes, and you'll keep quoting there. GovSpotlight is a layer on top: it puts DIBBS solicitations in the same scored search as SAM.gov, estimates line-item values from catalog prices, and explains the AMSC and SAR codes that decide whether you can bid.

What is DIBBS?

The DLA Internet Bid Board System (DIBBS) is run by the Defense Logistics Agency. It posts requests for quotation for spare parts, supplies and equipment, many of them below the dollar threshold that would require posting on SAM.gov.

DIBBS is where quotes are submitted and where the official solicitation lives. Its search is built around posting and quoting, so finding the right solicitations across thousands of NSNs takes manual work.

How GovSpotlight is different

  • DIBBS and SAM.gov in one search

DLA solicitations sit next to SAM.gov opportunities in GovSpotlight, ranked by the same fit score, so a supplier doesn't check two systems every morning.

  • Estimated value on every line

GovSpotlight estimates each line item's value from published catalog (PUBLOG) unit prices and shows how much of the solicitation the estimate covers, so you can size a buy before opening it.

  • The codes, explained in place

AMSC codes and SAR eligibility decide whether a part is open to you. GovSpotlight shows what each code means on the solicitation itself, with full references in its code lookups.

Who should choose DIBBS

  • Submitting quotes and checking the official, authoritative solicitation.
  • Suppliers who already know the exact NSNs they quote and check them directly.

Who should choose GovSpotlight

  • Suppliers who want DLA and SAM.gov opportunities in one ranked list.
  • Anyone sizing buys quickly before deciding which RFQs to quote.
  • Newer DLA suppliers learning which AMSC and SAR codes they can bid on.

What you still do on DIBBS

  • Submit every quote through DIBBS. GovSpotlight doesn't submit quotes.
  • Keep your CAGE code and DIBBS access current; you need both to quote.
  • Treat DIBBS as the record of truth for quantities, delivery terms and closing dates.

Frequently asked questions

Is there a better way to search DIBBS?
DIBBS, the Defense Logistics Agency's bid board, is built for posting solicitations and submitting quotes. GovSpotlight puts DIBBS solicitations in the same search as SAM.gov opportunities, ranks them by fit to a supplier's profile, and estimates line-item values from catalog prices. Quotes are still submitted on DIBBS.
Why aren't DIBBS solicitations on SAM.gov?
Many Defense Logistics Agency buys fall below the dollar threshold that requires posting on SAM.gov, so DLA posts them only on DIBBS. That's why DLA suppliers who search only SAM.gov miss a large share of small parts and supply buys.
Can I submit DIBBS quotes through GovSpotlight?
No. Quotes for DLA solicitations are submitted on DIBBS itself. GovSpotlight helps find, size and prioritize DIBBS solicitations, then links to the official DIBBS record. GovSpotlight is not affiliated with the Defense Logistics Agency.
What do AMSC and SAR codes mean on a DIBBS solicitation?
The Acquisition Method Suffix Code (AMSC) indicates how DLA can buy a part, including whether it's restricted to approved sources. SAR eligibility indicates whether a buy falls under the Simplified Acquisition Threshold. GovSpotlight explains both on each solicitation and in its code reference pages.
